    This is a 1968 letter from the Department of Health, Education & Welfare,
    sometimes referred to as HEW.
    The letter is about 10" by 8", and is typed on HEW
    stationery.
    This letter is dated December 4, 1968, and is addressed
    to an American autograph collector. The letter is in regards
    to Dr. Ellen Winston (1903-1984), who served as the first
    United States Commissioner of Welfare, from 1963 to 1967.
    The letter was written and signed by a woman named Ruby H. Strauss,
    who was formerly the Administrative Assistant
    for Commissioner Winston.
    The letter
    is in very good condition.
    Also included is the original envelope in which the letter was mailed.
    The letter and envelope are enclosed in a clear plastic sleeve, for protection.
