    Vintage "Hippie Lipstick" novelty item from the 1970's, I believe.

    You would think that by blowing the whistle that the 'insert' would pop out from the whistle, specially with how the wording on the case reads, but they don't seem to function like that.  Perhaps this is meant to make the recipient blow the whistle loudly trying to get the 'insert' to pop out, only to look like a fool?  I'm not really sure?!  :)
